Märt is a senior Estonian civil servant and diplomat with more than three decades of experience in foreign affairs and government administration. A member of the Estonian Foreign Service from 1992 to 2023, he most recently served as Undersecretary at the Ministry of Culture (2023–2025). He has held senior management positions in two ministries, served as Ambassador of Estonia in several countries, and acted as foreign policy adviser to two Estonian Prime Ministers. Between 2022 and 2023, he represented Estonia at ministerial level in the EU General Affairs Council. Earlier in his career, as Director of the EU Common Foreign and Security Policy Division (2001–2004), he chaired Estonia’s Chapter 27 working group during EU accession negotiations.

Since Estonia’s EU accession period, Mr Volmer has been actively involved in training public officials in negotiation and strategic communication. After initial programmes for Estonian civil servants developed together with experts from Copenhagen Business School, he has delivered international negotiation and communication training for officials from EU candidate, partner and other countries including Türkiye, Ukraine, Georgia, Moldova, and Armenia, as well as Afghanistan, Pakistan, Kosovo, Iraq, and the Palestinian Authority.
